Neuroscientists are searching for the engram within the conceptual framework established by John Locke's theory of mind. This framework was elaborated before the development of information theory, before the development of information processing machines and the science of computation, before the discovery that molecules carry hereditary information, before the discovery of the codon code and the molecular machinery for editing the messages written in this code and translating it into transcription factors that mark abstract features of organic structure such as (...) anterior and distal. The search for the engram needs to abandon Locke's conceptual framework and work within a framework informed by these developments. The engram is the medium by which information extracted from past experience is transmitted to the computations that inform future behavior. The information-conveying symbols in the engram are rapidly generated in the course of computations, which implies that they are molecules. (shrink)

The book describes three elementary units of action – the reflex, the oscillator, and the servomechanism – and the principles by which they are combined to make complex units. The combining of elementary units to make complex units gives behavior and the neural circuitry underlying behavior a hierarchical structure. Circuits at higher levels govern the operation of lower circuits by selective potentiation and depotentiation: by regulating the potential for operation in lower circuits – raising the potential for some and lowering (...) it for others – a higher unit establishes the overall pattern to be exhibited in the combined operations of the lower units, while leaving it to the lower units to determine the details of the implementation of this pattern. A theory of motivation of the kind long championed by ethologists and physiological psychologists grows out of the notion of the selective potentiation and depotentiation of hierarchically structured units of behavior. The question then becomes how this conception of motivation may be integrated with a conception of a learned representation of the world to yield a theory of how animals produce novel motivated behavioral sequences based on learned representations. The representation of space, which is central to the behavior of organisms at least as lowly as the digger wasp, is a promising domain for the investigation of this question. Another promising area is the representation of skilled movements, such as handwriting. A number of issues in cognitive and developmental psychology are illumined by this theory about the organization of action. Among these are the degrees-of-freedom problem, the role of practice in development and in the learning of skilled action, and the role of mental rotation of spatial representations. (shrink)

Recent reports published by the United Nations and the World Health Organization suggest that the brain drain of healthcare professionals from the developing to the developed world is decimating the provision of healthcare in poor countries. The migration of these key workers is driven by a combination of economic inequalities and the recruitment policies of governments in the rich world. This article assesses the impact of the healthcare brain drain and argues that wealthy countries have a moral obligation to reduce (...) the flow of healthcare workers from the developing to the developed world. Recent research on the relations of personality to well-being shows that the people who are most healthy, happy and fulfilled are those who are high in all three of the character traits of self-directedness, cooperativeness, and self-transcendence as measured by the Temperament and Character Inventory. In the past, the healthy personality has often been considered to require only high self-directedness and high cooperativeness. However, now the self-centred behaviour of people who are low in self-transcendence is degrading the conditions needed for (...) sustainable life by all human beings. Consequently, human beings need to and can develop their capacity for self-transcendence in order to maintain their individual and collective well-being. (shrink)

Pain is an important focus for consciousness research because it is an avenue for exploring somatic awareness, emotion, and the genesis of subjectivity. In principle, pain is awareness of tissue trauma, but pain can occur in the absence of identifiable injury, and sometimes substantive tissue injury produces no pain. The purpose of this paper is to help bridge pain research and consciousness studies. It reviews the basic sensory neurophysiology associated with tissue injury, including transduction, transmission, modulation, and central representation. In (...) addition, it highlights the central mechanisms for the emotional aspects of pain, demonstrating the physiological link between tissue trauma and mechanisms of emotional arousal. Finally, we discuss several current issues in the field of pain research that bear on central issues in consciousness studies, such as sickness and sense of self. (shrink)

Ancillary care is care that research participants need that is not essential to make the research safe or scientifically valid and is not needed to remedy injuries that eventuate as a result of the research project itself. Ancillary care duties have recently been defended on the grounds of beneficence, entrustment, utility and consent. Justice has also been mentioned as a possible basis of ancillary care duties, but little attention has been paid to this approach. A comparison is made between the Bohm trajectory and Feynman path approaches to the long-standing problem of determining the average lime taken for a particle described by the Schrödinger wave function ψ to tunnel through a potential barrier. The former approach follows simply and uniquely from the basic postulates of Bohm's causal interpretation of quantum mechanics; the latter is intimately related to the most frequently cited approaches based on conventional interpretations. Emphasis is given to the fact that fundamentally different transmission (...) The survival of a unique set of drawings, complemented by a contemporary description and a sale catalogue, enable us to ‘reconstruct’ the cabinet of Bonnier de la Mosson , a miscellaneous collection formed in Paris c. 1740. A brief assessment is offered of the status of such cabinets in the growth and diffusion of science in ancien régime France. We also point to a link with the decorative arts: in a study of such a subject the intellectual and aesthetic dimensions (...) must be treated as a unity if we are fully to evoke the context of the cabinet in the age of the rococo. Only the modern ‘discipline’-oriented viewpoint forces a separation between the history of science and the history of art. (shrink)

Standpoint theorists have long been clear that marginalization does not make better understanding a given. They have been less clear, though, that social dominance does not make ignorance a given. Indeed, many standpoint theorists have implicitly committed themselves to what I call the strong epistemic disadvantage thesis. According to this thesis, there are strong, substantive limits on what the socially dominant can know about oppression that they do not personally experience. I argue that this thesis is not just implausible but (...) politically pernicious; it is an excuse for ignorance and silence that stifles our ability to address many injustices. Moreover, I argue that if we are to avoid lending support to the SEDT while working within a standpoint theory framework, we must hold that the socially dominant can achieve marginalized standpoints. So, we must hold that men can achieve feminist standpoints, that white women (and men) can achieve black feminist standpoints, and so on. (shrink)

Statisticians in medicine can disagree on appropriate methodology applicable to the design and analysis of clinical trials. So called Bayesians and frequentists both claim ethical superiority. This paper, by defining and then linking together various dichotomies, argues there is a place for both statistical camps. The choice between them depends on the phase of clinical trial, disease prevalence and severity, but supremely on the ethics underlying the particular trial. There is always a tension present between physicians primarily obligated to their (...) own patients (the weight of 'individual ethics') and ethical committees responsible for the scientific merit of the trial and its long-term implications ('collective ethics'). Individual ethics, it is proposed, favour the Bayesian approach; collective ethics, the frequentist. Though in some situations the choice appears clear-cut, there remain other where both methodologies can be appropriate. (shrink)

Debate on the potential and uses of human stem cells tends to be conducted by two constituencies—ethicists and scientists. On many occasions there is little communication between the two, with the result that ethical debate is not informed as well as it might be by scientific insights. The aim of this paper is to highlight those scientific insights that may be of relevance for ethical debate.Environmental factors play a significant role in identifying stem cells and their various subtypes. Research related (...) to the role of the microenvironment has led to emphasis upon “plasticity”, which denotes the ability of one type of stem cell to undergo a transition to cells from other lineages. This could increase the value given to adult stem cells, in comparison with embryonic stem cell research. Any such conclusion should be treated with caution, however, since optimism of this order is not borne out by current research.The role of the environment is also important in distinguishing between the terms totipotency and pluripotency. We argue that blastocysts and embryonic stem cells are only totipotent if they can develop within an appropriate environment. In the absence of this, they are merely pluripotent. Hence, blastocysts in the laboratory are potentially totipotent, in contrast to their counterparts within the human body which are actually totipotent. This may have implications for ethical debate, suggesting as it does that arguments based on potential for life may be of limited relevance. (shrink)

Over the past few decades, “Big Tobacco” has spread its tentacles across the developing world with devastating results. The global incidence of smoking has increased exponentially in Africa, Asia and South America and it is leading to an equally rapid increase in the incidence of smoking-induced morbidity and mortality on these continents. The World Health Organization (WHO) has tried to respond to this crisis by devising a set of regulations to limit the spread of smoking, and many countries have bound (...) themselves to follow the WHO’s guidelines. This article provides an overview of these regulatory measures and the authors attempt to defend them from the perspective of liberty and autonomy. Their motivation is to countermand any attempt by the tobacco industry to attack the regulations on the grounds that they infringe the liberty rights of producers and consumers. It is also argued, however, that a blanket ban of the production, sale and consumption of tobacco cannot be justified on the grounds of autonomy alone. (shrink)

Owing to the illegibility of parts of the Fronto palimpsest and the carelessness of its first editor, Cardinal Mai, it was impossible, even after the critical labours of Niebuhr and his colleagues, to come to any satisfactory conclusion as to the chronology of the Letters. But the edition of S. A. Naber in 1867, which had the advantage of a fresh collation of the MS. by G. N. Du Rieu, further reinforced subsequently by a new examination of the Codex due (...) to W. Studemund, held out a better prospect of success. The labours of C. Brakman in the same direction, published in 1902, have also thrown fresh light upon the subject. Yet the critical world has long been awaiting the appearance of the authoritative recension by Professor E. Hauler of Vienna, who has spent infinite pains over a further, and what may well be a final, inspection of the Codex. A great desideratum, which it is much to be hoped that the new edition will supply, is an exact indication, as far as may be, of the extent of each lacuna in pages, lines, words, or letters. A knowledge of how much is lost in each case is essential for the true understanding of the sequence of thought and time in what remains. (shrink)

The theory of weak measurements developed by Aharonov and coworkers has been applied by them and others to several interesting problems in which the system of interest is both pre- and post-selected. When the probability of successful post-selection is very small the prediction for the weak value of the measured quantity is often “bizarre” and sometimes controversial, lying outside the range of possibility for a classical system or for a quantum system in the absence of post-selection (e.g. negative kinetic energies (...) associated with particles found immediately after the weak measurement deep inside a classically forbidden region). In Bohmian mechanics a quantum particle is postulated to be a point-like particle which is always accompanied by a wave which probes its environment and guides its motion accordingly. Hence, from the point of view of this theory, it is natural to ask whether the measured weak value under consideration is a property of the point-like particle or of the wave (or of both) and what, if anything, it is that is actually being measured. In this paper, weak measurements of position, momentum and kinetic energy are considered for very simple case studies with these questions in mind. (shrink)
